Jobactive is the Australian Government's generalist employment service and the largest program through which employment services are delivered to Australians. Recognising that employment services need to adapt and change with the labour market, the government undertook a consultation on delivering better targeted and more tailored services that benefit users. In this report, the Nous Group summarises the feedback received from over 560 people who attended roundtables and community forums in various locations in July 2018. These events sought to gather the views of various stakeholders on what they would like to see in a future employment services system.

The opportunity to reshape employment services to drive real change must be seized. Delivering more of the same, with a bit of tinkering around the edges, will set everyone up to fail - workers and jobseekers navigating a precarious labour market, employers, communities and our nation. Our economy is changing, the future of work is changing: it cannot be business as usual for employment services. The Brotherhood is pleased to make a submission to inform the next iteration of employment services. Our contribution identifies the key factors constraining the current system and proposes a different way forward, underpinned by recommendations for reform. It draws on our practical experience of delivering a range of employment programs and on research by our own organisation and others.

This submission to the Future Employment Services Consultation is made by the Brotherhood of St Laurence on behalf of the Transition to Work Community of Practice (TtW CoP). The TtW CoP is a network of providers working with and for young unemployed people. Collectively, we represent almost one quarter of all TtW providers across Australia. Our submission focuses on what an effective employment services system looks like for young people (aged 15-25) who are unemployed. Our response is drawn from national and international literature, and our collective experience in developing and delivering services which connect young people to education, training and employment, and build their capabilities for achieving sustainable livelihoods.

The submission argues that, in the context of a changing labour market, employment services must provide young people with: (1) a pathway into decent work (i.e. work that is secure and pays a living wage); and (2) capabilities that set them up for medium and long-term economic security. An employment service capable of achieving this purpose is: (a) part of a broader National Employment Strategy; (b) youth specific; (c) open to all young job seekers; (d) evidence informed; (e) focused on practice; (f) framed around agency (activation) and mutual accountability (incentives) for the job seeker; (g) collaborative, working with: young people to co-design their pathway; the community to integrate with other services and employers; and other providers to share what works; and (h) cost effective - delivers results at improved value to the tax payer by optimising the productivity of providers, and by recognising the most effective type and point of intervention in a young person's journey. A fit-for-purpose commissioning approach is essential if the youth employment service is to achieve its purpose and recommendations are made on how such an approach would look.

This report from the Social Research Centre summarises the 450 submissions that were lodged in response to the public consultation paper 'The next generation of employment services: discussion paper' released in June 2018 [available in VOCEDplus at TD/TNC 135.665].

The objectives of this report were to: determine what issues were most salient, and for which groups; outline the key deficits and positives associated with employment services; highlight suggestions for improvement to be implemented in the 2020 contract; and gauge the sentiment/reaction of stakeholders to ideas presented in the discussion paper. Stakeholders were broadly supportive of the key elements of the reform vision. They recognised the need for change and welcome the opportunity to have input into the design of the new model. In summary, stakeholders demonstrated support for: (1) a targeted and tailored service for job seekers; (2) providing better and more tailored assistance to employers; (3) increasing the level of support available for disadvantaged job seekers; (4) a flexible and positive approach to activating job seekers; and (5) an approach that is tailored to the local area.

This discussion paper sets out key issues to be considered in the design of a future employment services model. The Employment Services Expert Advisory Panel, national and international research, and user-centred design with users, including job seekers, employers and employment services providers, have also informed this document. The paper also provides details on how to provide comments about the issues raised.

This report has been prepared by the Employment Services Expert Advisory Panel (the panel). It has been commissioned by the Australian Government to recommend what a future employment services system should look like. The report outlines the panel's view on the key principles to underpin a future system and the 11 recommendations to Government to implement them. The report explains how a system developed in accordance with these principles and recommendations would operate. The report also conveys the panel's view of the benefits such a system would deliver to job seekers, employers, employment services providers and Government. It is based on extensive user consultation and consideration of national and international evidence. It represents the panel's holistic advice on the employment services system needed to deliver better outcomes for users. It does not represent Government policy and is one of a number of inputs that will inform the Government's consideration of a future employment service. The panel recommended service delivery to be grounded in digital and supported with face-to-face services for those who need them. They recommend a more user friendly and personalised new system built on trust that empowers users.
